Get Telegram voice notes turned into text in the chat

The poster made Telesec, a free open-source plugin that connects Hermes Agent to Telegram Business. Voice and video notes are turned into text in the same chat: his own short notes get the transcript as a caption, and the rest get it as a reply. It uses the speech-to-text already set up in Hermes.
